10    Board of Governors

                           The overall responsibility for the operations of the Club shall be vested in a Board of
                          Governors comprising the following:

                    (a)   A President, who shall be the Head of Civil Service of the Government of Singapore;

                    (b)   A Vice-President, who shall be nominated by the President;

                    (c)    The Permanent Secretaries of the Civil Service of the Government of Singapore.



                    11    Powers and Meeting of the Board of Governors

                    (1)   The Board shall have the power to undertake all or any of the functions required to be
                          performed in furtherance of the objects of the Club.

                    (2)   The Board shall have the power to alter, amend, make additions to, or repeal this
                          Constitution in accordance with Rule 28 hereof.

                    (3)    The Board shall meet when convened by the President or whenever required.

                    (4)    The President shall preside at all meetings of the Board.



                    12    Colours

                          The colours of the Club shall be maroon and gold.


                    13    Executive Committee Members

                    (1)    There shall be an Executive Committee of the Club consisting of:

                    (a)    The Vice-President of the Club who shall be Chairman;

                    (b)   The Chairman, Board of Games, who shall be nominated by the President;

                    (c)   The Honorary Treasurer, who shall be nominated by the President;

                    (d)   Twenty other officers nominated by the President, of whom not more than 4 need not be
                          Public Officers;

                    (2)   The Club's Chief Executive shall be Secretary of the Executive Committee with no voting
                          rights.

                    (3)   The members appointed under Rules 13 (1) (b); (c) and (d) shall be appointed for a period
                          of 3 years and shall be eligible for re-appointment.
