Since its founding in 1971, CSC has consistently provided
members and public officers with a host of facilities, activities With developments such as Changi Airport’s Project Jewel
and services to enjoy. From the humble beginnings of a
single building in Dempsey Road, the Club expanded in 1976
to include another Clubhouse at Portsdown Road where it
remained until 1982. CSC@Tessensohn was opened in 1990
by then President Wee Kim Wee, followed by CSC@Changi’s
soft launch in 1994 by then Club President Mr Lee Ek Tieng.
CSC@Bukit Batok was opened by then President SR Nathan
in 2006. CSC today serves over 53,000 members and
their families.
Almost 20 years after CSC@Changi was first opened, we were
once again honoured with having the President of Singapore
Dr Tony Tan Keng Yam grace the reopening of CSC@Changi on
4 May 2015. That CSC has been fortunate to have the President
of Singapore — no less — grace each of the Clubhouse openings
is a mark of what CSC means to the public service sector
and the value that is placed on the facilities provided for our
public officers.
The renovation of this Clubhouse has been long in the making.
Redevelopment plans of this Clubhouse were initiated by
the CSC Management Team and guided by the Executive
Committee in 2011. This was very much aligned with the intent
to refresh the infrastructure across the three Clubhouses to
ensure that the facilities we provide for our members and
public officers are updated to meet their changing needs.
Given the size and diversity of our members and the public
sector, these Clubhouses are important nodes and spaces
for them and their families to interact in an informal setting
outside of work.
In particular for CSC@Changi, this redevelopment was most
timely as it also supports the government’s intention to
significantly redevelop the Changi area, as announced in the

After two years of extensive redevelopment and refurbishment,
the Clubhouse is today three times its original size and boasts General Manager, CSC
a host of quality recreational facilities. The newly-built 25 chalet
suites and villas provide multigenerational families with a home
away from home. They are well-furnished, elderly friendly
and offer great views. The onsite five-storey sports complex
houses a vibrant 20-lane bowling centre, fully-equipped gym
and bicycle gym, family-themed karaoke centre with tastefully-
furnished private rooms as well as two rooftop tennis courts.
The renovated swimming pool, children’s pool, a new children’s
outdoor playground and the extended infinity spa pool,
all of which overlook Changi Creek and Straits of Johore,
provide a priceless view for swimmers, be it day or night.
To complete the experience, the sheltered barbecue pits and
F&B outlets around the Clubhouse offer the perfect setting
for relaxed gatherings.
CSC@Changi is an ideal waterfront retreat, one that is away
from the bustle of the city. From its vantage point, members
can see Changi Creek, Straits of Johore and even Pulau Ubin.
Sited minutes from the food haven of Changi Village and the
sandy beaches of Changi Beach Park, it offers convenient
access to a more rustic side of Singapore than what we
typically see. The coastal boardwalk offers a scenic walk
shaded by mangrove trees and one can even take bumboats
to Pulau Ubin and Pengerang, a popular seafood haunt in
southern Johore!
